What Is an NTN and How to Get One in Pakistan

The National Tax Number, universally known in Pakistan as the NTN, is the identifier the Federal Board of Revenue uses to recognise a taxpayer. Every return you file, every notice you receive and every withholding statement that mentions you is tied to this number. For individuals the system was simplified several years ago so that your thirteen-digit CNIC number now doubles as your NTN once you register. Companies, associations of persons and partnerships receive a separate seven-digit number issued by the FBR at the time of registration.
Many people believe that an NTN is only needed by business owners or the wealthy. In practice, anyone who earns taxable income, owns immovable property above a certain value, owns a motor vehicle over a certain engine size, holds a commercial electricity connection, or simply wants to appear on the Active Taxpayers List needs to be registered. Salaried employees whose employer deducts tax at source are still expected to register and file, because withholding is only a collection mechanism and not a substitute for a return.
The practical benefits of registration are significant. Once you are registered and have filed, you appear on the ATL and pay reduced withholding rates on bank transactions, property transfers, vehicle registration, cash withdrawals and dividends. Banks increasingly ask for an NTN before opening business accounts, and government tenders, import licences and many professional memberships require one. Freelancers dealing with foreign clients often find that payment platforms and banks want proof of tax registration before releasing larger sums.
Registration for an individual is done online through the IRIS portal and is free. Begin by visiting the IRIS website and selecting the option for new registration. You will be asked for your CNIC number, a mobile number registered in your own name, and a personal email address. The system sends separate verification codes to the phone and email, and both must be entered before you can proceed. Using a family member's phone number is a common reason for failed registrations, since the SIM ownership is cross-checked with the telecom database.
After verification you complete a short form with your name as it appears on the CNIC, your residential address, your source of income and, if relevant, the name and address of your employer. Business owners provide the trade name, business address and nature of activity. Once submitted, IRIS issues a password and PIN to your email and mobile. Logging in with these credentials confirms the account, and from that point your CNIC functions as your NTN.
Companies and firms follow a slightly different route. The principal officer or an authorised representative applies through IRIS using the SECP incorporation certificate, the partnership deed or the registration document, along with the CNICs of directors or partners and proof of the business premises such as a utility bill or tenancy agreement. The FBR may ask for physical verification of the premises before issuing the number. Registration is usually completed within a few working days.
A frequent point of confusion is the difference between NTN registration and sales tax registration. The NTN relates to income tax. If your business supplies taxable goods or services above the registration threshold, you also need a Sales Tax Registration Number from the FBR or the relevant provincial revenue authority. The two registrations are separate, even though both are managed through the IRIS system.
Once you have an NTN, keep your profile current. IRIS allows you to update your address, contact numbers, bank account details and business particulars. Outdated contact details are the most common reason taxpayers miss notices, and a missed notice can lead to a best-judgement assessment and penalties that are entirely avoidable.
Finally, remember that registration is only the first step. Being registered without filing returns does not place you on the Active Taxpayers List, and the FBR is increasingly using data from banks, property registrars, excise departments and telecom companies to identify registered persons who have not filed. Register, file every year before the deadline, and keep copies of your acknowledgements. That simple discipline protects you from higher withholding rates and from unnecessary correspondence with the tax authorities.
