Pakistani Freelancers: Receiving Foreign Payments the Tax-Smart Way

Pakistan has one of the largest freelance workforces in the world, and the government treats IT and IT-enabled service exports favourably. However, many freelancers lose those benefits simply because of how their money arrives. The channel you use, the documents you keep and whether you file a return decide how much tax you end up paying.

The first rule is to receive your earnings through formal banking channels. Payments that arrive in a Pakistani bank account from abroad โ€” via a bank transfer, an approved payment service, or a platform withdrawal routed to your bank โ€” are recorded as foreign inward remittances. That record is the foundation for every tax benefit available to exporters of services. Cash from friends, informal hawala arrangements or third-party accounts leaves no trail and can be treated as ordinary unexplained income.

Ask your bank for a Proceeds Realisation Certificate (PRC) or an equivalent remittance certificate for the money you receive. Many banks issue it on request or through internet banking. The PRC shows that the funds came from abroad as export proceeds, and it is the document tax authorities look for. Keep one for every month, along with the invoice you sent to your client.

Consider registering with the Pakistan Software Export Board (PSEB) as an individual freelancer or company. Registration is done online and has historically been a condition for accessing certain concessionary rates on IT exports. Because rates and conditions are revised in Finance Acts, check the current position on the FBR and PSEB websites each year rather than relying on old social media posts.

Open a freelancer digital account if your bank offers one. These accounts are designed for receiving foreign payments, often allow you to retain part of your earnings in foreign currency, and usually include simpler onboarding. Keeping business receipts in one dedicated account also makes your return much easier to prepare.

Filing an annual income tax return matters even if tax was already deducted at the bank. Filing keeps you on the Active Taxpayers List, which lowers withholding on many everyday transactions and makes visa, loan and property paperwork smoother. In your wealth statement, the savings you build from freelance income are explained by the declared income, which protects you if FBR later asks where the money came from.

Keep an organised folder for each tax year: client contracts or platform statements, the invoices you issued, PRCs, bank statements and any withholding certificates. Our invoice generator can produce professional invoices in USD or PKR for your clients.

This article is general guidance. Freelance tax rules in Pakistan change regularly, so confirm the current rates with FBR or a qualified tax practitioner before filing.
